Interpretation of the Spirit of the Past Central Urban Work Conferences and the 2025 Central Urban Work Conference
摘要
Abstract
An in-depth interpretation of the guiding principlesfor the Central Urban Work Conference reveals the intrinsic logic of the Communist Party of China's leadership in urban governance.By revie-wing the content of all Central Urban Work Conferences since 1949,it becomes evident that each confer-ence has closely aligned with national strategic needs,adhered to the people-centered idea,emphasized problem-oriented governance,and advanced the evolution of development concepts.The 2025 Central Urban Work Conference established fundamental guidelines for urban development in the new era,intro-ducing the idea of"Urban Organic Living Entities,"setting the goal of building modern people-centered cities,and outlining the"Five Shifts,""Five Greater Emphases,"and"Seven Key Tasks"for practical implementation.From the perspective of urban governance theory,these elements reveal the systemic log-ic,goal transformations,evolutionary trends,and strategic approaches of urban work.Moving forward,it is essential to continuously deepen the interpretation of the Central Urban Work Conference spirit through local practices,organically integrating theoretical exploration with practical concerns.关键词
