OECD国家数字教育战略的实践理路与总体趋向及启示
Practical Approaches,General Trends,and Implications of Digital Education Strategies in OECD Countries

Abstract
Examining the digital-education strategies of OECD member states over the past five years reveals two principal trajectories subdivided into seven distinct pathways:paradigmatic innovation in dig-ital educational construction and safeguarding human-rights-oriented development of digital-education modalities.These trajectories converge around four overarching trends:the evolving design of digital ap-plications,systemic reform paradigms in education,the expanding digital competencies of educational stakeholders,and a"leap-forward"extension of the concept of educational inclusion into new domains.Drawing on these insights,this paper proposes four policy recommendations for China's high-quality dig-ital transformation of education in the new era:deepening the development of"smart education"through next-generation educational infrastructure;leveraging technology to upgrade digital and intelligent gov-ernance in education;cultivating high-quality,pan-information literacy among both teachers and students across the life cycle;and actively engaging in transnational collaborative initiatives grounded in the principle of educational inclusion.关键词
