Evaluation of Rural Revitalization Level and Analysis of Obstacle Factors in Ethnic Regions

Abstract
Against the dual backdrop of rural revitalization and the pursuit of common prosperity,it is urgent to evaluate the rural revitalization level and analyze the obstacle factors in ethnic regions.This pa-per aims to construct an evaluation index system for rural revitalization in ethnic regions.By quantitatively assessing the rural revitalization level and analyzing the obstacle factors,the study provides a scientific basis for advancing rural revitalization and promoting common prosperity in these regions.Using panel da-ta from the eight ethnic provinces between 2001 and 2023,the study applies the entropy weight-TOPSIS method and the obstacle degree diagnosis model.A 16-indicator index system is constructed to conduct a dynamic analysis and comparative study on the rural revitalization level and obstacle factors in ethnic re-gions.The results show that within the research period,the comprehensive level of rural revitalization in ethnic regions has been rising continuously,with the growth rate accelerating significantly after the imple-mentation of the rural revitalization strategy.However,the development across different dimensions is un-balanced.The rural revitalization level has evolved from spatial differentiation to balanced coordination.Overall,the level has improved,with western provinces showing remarkable progress,especially after the rural revitalization strategy was implemented,and regional disparities have lessened.Yet,major obstacle factors exist,such as irrational medical resource allocation,economic underdevelopment,insufficient ec-ological sustainability,and weak agricultural infrastructure.While the comprehensive rural revitalization level in ethnic regions shows a steady upward trend,dimensional development remains unbalanced.The spatial pattern is evolving towards balanced coordination but is constrained by diverse factors.In light of this,the study suggests optimizing medical resource allocation,promoting economic diversification,strengthening ecological and environmental protection,improving agricultural infrastructure,and enhan-cing rural governance capabilities.These recommendations aim to boost comprehensive rural revitalization and achieve common prosperity in ethnic regions.This study makes three primary contributions:first,it enriches the literature on rural revitalization in ethnic regions through a systematic evaluation and obstacle analysis;second,it utilizes an extended dataset spanning both pre-and post-policy periods,offering new temporal insights;and third,it provides spatially differentiated policy recommendations based on dy-namic and comparative findings.关键词
