From Limited Participation to Collaborative Governance:Reflections on Notarization's Role in Social Governance in Ethnic Regions
摘要
Abstract
As an important component of the socialist legal system with Chinese characteristics,the no-tarization system plays an indispensable role in the process of social governance.Based on the particulari-ty and complexity of ethnic regions,in the process of promoting the high-level development of social gov-ernance in ethnic regions,the role of notarization in safeguarding the legitimate rights and interests of res-idents,preventing social conflicts and disputes,promoting local economic development,and safeguarding social harmony and stability should be fully utilized.However,in reality,notarization has shown a limit-ed participation situation in social governance in ethnic regions,mainly manifested as a deviation in the target positioning of participating subjects,insufficient breadth and depth of participation content,and a lack of initiative and proactivity in the participation process.Fully leveraging the advantages of notariza-tion in strengthening and innovating social governance,promoting notarization from limited participation to collaborative governance in ethnic regions,is of great significance for achieving modernization of the na-tional governance system and governance capacity.关键词
