Multi-objective Coordinated Advancement of"Two Mountains"Transformation in Rural Areas:Fundamental Logic,Practical Challenges,and Pathway Guidance

Abstract
Leveraging rural ecological resource advantages,the"Two Mountains"transformation in rural areas is a key initiative for accelerating rural revitalization and agricultural modernization in new era.To achieve China's strategic needs for ecological security,high-quality economic development,and common prosperity,the rural"Two Mountains"transformation needs to harmonize multiple objectives,includinghigh-level protection of lucid waters and lush mountains,efficient value realization of golden and silver mountains,and sharing of ecological benefits and well-being among people.This integrated perspective reflects the unity of inherent theoretical,institutional,and practical logic.However,implementation faces significant challenges:insufficient long-term mechanisms for high-level protection of lucid waters and lush mountains,inefficient realization mechanisms for golden and silver mountains,incomplete sharing mechanisms for ecological benefits and well-being,and inadequate polycentric collaborative governance.To address these challenges,it is necessary to improve the government's efficiency in providing protection and encourage all parties to participate in protecting lucid waters and lush mountains;advance efficient transformation of golden and silver mountains in underdeveloped and developed areas based on their rural ecological characteristics;categorize ecological products and improve the shared ecological benefits and well-being accordingly,and construct a coordinated polycentric governance system featuring effective government,efficient market,capable collectives,and spontaneous villagers.关键词
