Government Responsibility Performance and Its Impact on Livestock Producers'Wastewater Treatment Behavior:Evidence from a Survey of Large-Scale Pig Farmers and Enterprises in Four Provinces

Abstract
Livestock wastewater management is a key measure for preventing agricultural non-point source pollution and promoting the green transformation of agriculture.This study focuses on wastewater treatment behaviors in pig farming and uses micro-level survey data from 746 large-scale pig farmers and enterprises across Hubei,Hunan,Shandong,and Heilongjiang provinces.A multinomial Probit model is employed to empirically examine how government responsibility performance influences livestock producers' wastewater treatment behaviors through four logics:strengthening"dare-not-discharge",alleviating"unwilling-to-treat",overcoming"cannot-do",and reducing"lucky-hope".The findings reveal:first,there is significant differentiation in technology adoption among producers.Institutional provision that strengthens"dare-not-discharge"encourages enterprises to adopt standardized technologies and reduces potential emissions among large-scale farmers;economic incentives that alleviate"unwilling-to-treat"promote the adoption of biogas technologies;capacity-building measures that overcome"cannot-do"enhance producers' wastewater treatment capabilities;and behavioral interventions that reduce"lucky-hope"motivate proactive treatment and reinforce enterprise-level compliance.Second,the effectiveness of different policy instruments varies across producer types.For large-scale farmers,fiscal subsidies,tax incentives,and social supervision significantly promote biogas technology adoption,whereas high legal enforcement costs may suppress environmentally desirable behaviors.For enterprises,the comprehensiveness of legal regulations is the primary driver for implementing tertiary sedimentation tanks,while fiscal incentives show limited effects.Based on these findings,the study recommends a classification-based governance system aligned with the four behavioral logics,integrating institutional provision,economic incentives,capacity building,and behavioral interventions to enhance the precision and systemic effectiveness of livestock wastewater management.关键词
