论《能源法》与《生态环境法典》之关系定位与协同路径
On the Relationship and Coordination between Energy Law and Ecological Environment Code

Abstract
In the context of green and low-carbon development,the implementation of the Energy Law of the People's Republic of China provides sustained legal support for modernizing energy governance.At the same time,it is essential to firmly seize the opportunity presented by the codification of the Ecological Environment Code of the People's Republic of China to deeply integrate energy legal norms with ecological and environmental legal norms,thereby harmonizing energy development and utilization with ecological and environmental protection.Consequently,there is a need to fully understand the interactive relationship between the Energy Law of the People's Republic of China and the Ecological Environment Code of the People's Republic of China.From both formal and substantive perspectives,this involves analyzing the multiple challenges and their root causes that arise in coordinating the two legal frameworks.Further efforts should be made to clarify their"vertical intersection",delineate their respective scopes of coordination based on a rational approach of moderate codification,accelerate the establishment of a scientifically sound and logically coherent legal system for green and low-carbon energy,strengthen legal interfaces and collaborative mechanisms that support green and low-carbon energy development,as well as achieve a dynamic balance between the energy sector and ecological environmental protection in terms of value objectives and regulatory targets.These steps will enhance the organic integration of energy governance and ecological environmental governance under the rule of law.关键词
