新时期粮食生产支持政策的实施效果与改革思路
The implementation effect and reform ideas of food production support policy in the new era
摘要
Abstract
Improving the food production support policy system is an important measure for guaranteeing China's food security and a key issue in promoting the modernization of the national governance system.Since entering the 21st century,China's food production support policy system has achieved positive results in stabilizing food production,safeguarding farmers'income and maintaining market order,but it is also increasingly faced with the problems of diversification of policy objectives,insufficient adaptability of tools,complexity of implementation and coordination,as well as the intensification of the constraints of the exter-nal environment.How to improve the food production support policy under the new situation,to achieve the organic combination of government regulation and market mechanism,and to improve the precision and sustainability of the policy system has become an important direction of the current policy optimization.In this paper,on the basis of systematically combing the evolution path and implementation effect of food production support policy in the new period,we have explored the main problems and challeng-es faced by the policy adjustment,and put forward the corresponding reform ideas and optimization proposals accordingly:one is to improve the objective system of food production support policy,and to promote the compatibility of multiple objectives;the second is to innovate the design of food production support policy tools,and to enhance the ability of precise adaptation and regula-tion;the third is to build a synergistic mechanism of food production support policy,and to improve the accuracy and sustainabili-ty of the policy system.The third is to build a synergistic mechanism of food production support policy to enhance cross-level sys-tem governance;the fourth is to promote the green transformation of food production support policy to expand the path of eco-friendly development;the fifth is to improve the supporting system of food production support policy to enhance the institutional safeguard and performance orientation.关键词
