Construction of inter-provincial horizontal benefit compensation mechanism for grain production and marketing areas:theoretical logic key issues and practical approach

Abstract
Establishing a horizontal benefit compensation mechanism between major grain-selling areas and major grain-produc-ing areas is a major measure to fundamentally solve the dilemma of"grain finance inversion"in major grain-producing areas,which is crucial for national food security,revitalization of rural rural industries,and common prosperity.On the basis of theoretical log-ic of constructing a horizontal benefit compensation mechanism for grain production and marketing areas,this paper deeply analyz-es the key issues in horizontal benefit compensation.Research has found that there are several challenges,including ab imbalance in the distribution of benefits,the difficulty in quantifying compensation standards,conflicts in regional development rights and the division of compensation responsibilities for grain cultivation,insufficient supply and weak supervision and evaluation sys-tems,and a lack of flexibility in the compensation mechanism,and the absence of a long-term operation mechanism.To better promote the high-quality development of major grain-producing areas and jointly enhance food security,this research proposes pol-icy suggestions such as establishing a multidimensional compensation standard quantification system,clarify the division of respon-sibilities and regional collaborative development mechanisms,and improving institutional supply and legal protection.关键词
