Abstract
[Purpose/Significance]To address the emerging ethical dilemmas,such as algorithmic bias,in AI-assisted intelligence decision-making systems within modern social welfare contexts,this study proposes constructing a tailored algorithmic bias identification framework aimed at enhancing the fairness and evidence-based nature of decision-making in the social welfare domain.[Method/Process]Building upon the core concept of algorithmic bias,a literature review informed the development of an algorithmic bias identification framework for intelligence decision-making systems,inte-grating the intelligence cycle and system operational characteristics.The framework's effectiveness was evaluated via a case study of the Dutch Childcare Benefits Scandal.[Result/Conclusion]This study constructs a four-layer framework for bias identification in intelligence decision-making systems,comprising the Acquisition&Planning Layer,Data Integration Layer,Intelligent Processing Layer,and Collaborative Decision-Making Layer.This framework serves as a reference for identifying and mitigating bias within social welfare decisions,facilitating more equitable and transparent public welfare services.关键词
