Analysis of Provincial Government Data Governance Policies From the Perspective of"Origin-Goal-Tool"
摘要
Abstract
[Purpose/Significance]This study conducts a text-based quantitative analysis of China's provincial govern-ment data governance,aiming to promote the rational use of government data,enhance provincial governments'governance and public service capabilities.[Methods/Process]Collected 144 government data issued by 31 provinces of China up to June 2025 as research subjects,constructing a three-dimensional analysis framework of"policy origin—policy objectives—policy tools".Through univariate statistics and multivariate cross-analysis,this study identifies policy priorities and short-comings.[Result/Conclusion]To address the issues of regional disparities in governance policies,passive reliance on policy references,overly centralized target deployment,and imbalanced tool utilization,it is essential to establish open and shared data governance objectives,build a governance system that balances equilibrium and resilience,and form a diversified and collaborative governance mechanism.By stimulating the proactive capacity and creativity of government,the value of government data can be released.关键词
