Abstract
An efficient multisectoral coordination mechanism was urgently needed,as high requirements were imposed by the complexity of animal disease prevention and control under new circumstances on animal quarantine supervision system.However,specific coordination and procedures among different sectors in quarantine,law enforcement and technical support were not detailed in the current Law of the People's Republic of China on Animal Disease Control(hereinafter referred to as the Law)and the Animal Quarantine Management Measures(hereinafter referred to as the Measures).Here,the following key questions were further discussed based on the Law,the Measures and the latest policy instruments published by the Ministry of Agriculture and Rural Affairs,and in view of the status of animal quarantine supervision:how animal health supervision services should transfer any clues of illegal behaviors found during their animal quarantine to comprehensive agricultural law enforcement services;what technical support for animal quarantine should be provided by animal disease prevention and control services under different cases;how comprehensive agricultural law enforcement services should deal with the clues transferred by animal health supervision services,and what were the application scenarios for their technical support.Practical evidences were provided for further standardizing animal quarantine supervision mission through analyzing and summarizing the above issues.关键词
