Strategies and inspirations of the Patriotic Health Campaign in coping with ethical conflicts in the early days of the founding of New China

Abstract
In the early years following the founding of the People's Republic of China,the Patriotic Health Campaign sprang up vigorously in response to the U.S.germ warfare and with the aim of improving the do-mestic sanitary conditions.During its advancement,a multitude of conflicts between individual rights and the pub-lic good came to the fore.For instance,the control of information related to the germ warfare encroached upon the public's right to know,the compulsory measures implemented by governments at all levels clashed with the pub-lic's freedom of personal choice,and traditional bad mindsets hindered the implementation of the Patriotic Health Campaign.To tackle these problems,governments at all levels devised strategies such as optimizing information dissemination,enhancing the scientific and flexible nature of policies,and emphasizing health publicity and edu-cation.The process of handling ethical conflicts within the Patriotic Health Campaign holds profound insights.Spe-cifically,it is crucial to strike a balance between individual rights and public interests,give equal weight to scien-tific rationality and humanistic concern,and foster the public's sense of ownership to boost their social responsibil-ity.These efforts have furnished valuable experience and useful references for the development of contemporary public health undertakings.关键词
