Evaluation of operational efficiency of basic medical insurance for urban and rural residents in Zhejiang Province

Abstract
Objective To evaluate the operational efficiency of basic medical insurance for urban and ru-ral residents in Zhejiang Province from 2020 to 2023 and to explore its influencing factors,so as to provide refer-ences for optimizing medical insurance resource allocation and promoting the sustainable development of the health-care security system.Methods Data of basic medical insurance for urban and rural residents in 11 cities of Zhe-jiang Province were collected,the static and dynamic efficiencies of medical insurance fund operation were evalua-ted by DEA-Malmquist model,and the factors related to the efficiency of fund operation were explored by Tobit model.Results The operational efficiency of basic medical insurance for urban and rural residents in Zhejiang Province was characterized by"mild,gradual,and steady increase".There was a gap in operational efficiency a-mong cities,showing a pattern of"high in the north and low in the south"difference.It was also found that the higher the per capita GDP,the per capita fund balance,and the number of doctors per thousand population,the lower the proportion of people over 60 years old,and the higher the operational efficiency.Conclusions It is necessary to optimize the investment of medical insurance resources,and to work together from the aspects of poli-cy support,technological innovation,and regional coordination to achieve dual improvement of technical efficiency and scale efficiency.Based on the principle of"customized adaptation based on specific local conditions",differ-entiated strategies should be implemented across regions to rationally allocate economic and medical resources and actively address population aging.Through these measures,the operational efficiency of the basic medical insur-ance for urban and rural residents in Zhejiang Province will be improved and the sustainable development of the medical insurance system will be promoted.关键词
