Abstract
Objective To explore the intrinsic mechanisms and operational effectiveness of compact coun-ty medical communities in enhancing primary healthcare service capabilities.Methods Taking the Luxian county medical communities as a case,this paper employed a case study methodology and applied the collaborative gov-ernance SFIC model(starting conditions,facilitative leadership,institutional design and collaborative process)to construct a theoretical framework.This framework explored the mechanisms through which compact county medical communities influence primary healthcare service capabilities.Results The study identified three core mecha-nisms:multi-stakeholder collaboration,resource integration,and institutional leadership.By the end of 2023,the Luxian county medical communities had achieved a 100％compliance rate with basic standards and 45％with advanced standards of the"high-quality primary care initiative."Primary care institutions introduced 45 new technologies and services.Standardized management rates for hypertension and diabetes patients reached 83.09％and 84.00％,respectively,reflecting increases of 8.93％and 11.28％compared to pre-reform levels,with blood pressure and blood glucose control rates improving to 72.85％and 61.75％,reflecting increases of 6.53％and 1.35％compared to pre-reform levels respectively.Conclusions The construction of compact county medi-cal communities has significantly enhanced primary healthcare service capabilities and optimized chronic disease management outcomes,representing a critical pathway for strengthening primary healthcare service capabilities.This study provides empirical evidence and policy recommendations for deepening healthcare community reforms.关键词
