Implementation of primary health care and collective action under the new era
摘要
Abstract
Primary healthcare institutions serve as the"gatekeepers"in China's prevention and control of major chronic diseases and infectious diseases.However,challenges,such as rising chronic disease prevalence,high pressure on tertiary hospitals,and increasing healthcare expenditure,persist with growing public health de-mands among the population.This study adopted a systems theory perspective and proposed a dual-dimensional analytical framework("micro-macro"and"intra-system-extra-system")to examine the interaction mecha-nisms between primary healthcare and collective action.Findings revealed that community health services are not merely part of the healthcare system but require multi-stakeholder collective action.The Healthy China 2030 Ini-tiative emphasizes"mass prevention and control,"establishing a multi-level governance framework via govern-ment leadership,community participation,and professional collaboration.Moreover,Chinese-style moderniza-tion provides an institutional foundation for primary healthcare development,where collective action mechanisms a-lign closely with the Chinese-style social governance system.In practice,health interventions should combine workplace and household settings,utilizing both direct and indirect strategies to enhance the effectiveness of health promotion.The study offers theoretical and practical insights for strengthening primary healthcare capabilities,highlighting the necessity of cross-sector collaboration and societal participation in achieving sustainable health governance.关键词
