Abstract
Objective To analyze the influencing factors and evolutionary characteristics of allocation effi-ciency of rural health resources in Zhejiang Province from 2013 to 2023,so as to provide references for the optimi-zation of resource allocation and efficiency improvement in primary care services.Methods Grey relational analy-sis was performed to identify the influencing factors,and the rationality of this efficiency was analyzed from both vertical(time trend)and horizontal(rural areas across the province)perspectives using data envelopment analysis(DEA)and Malmquist productivity index models.Results From 2015 to 2018,with the implementation of the county-level medical community policies in Zhejiang Province,the allocation efficiency of rural health resources had been increasing,mainly driven by improvements in technical management.However,after 2021,the overall efficiency declined,which did not reach the optimal level.Scale efficiency was the main influencing factor.There were significant differences in resource allocation efficiency across cities,with coastal areas performing much better than the southwestern region of Zhejiang.Conclusions Health resource investments in cities should be optimized with policies tailored to local conditions.Strengthening of supervision and policy implementation is key to shifting from"technology dividends"to"management dividends."Efforts should also focus on improving rural healthcare services and advancing a tiered diagnosis system to provide better healthcare for rural residents.关键词
