区域一体化对碳排放强度的影响
Impact of regional integration on carbon intensity:an analysis based on national-level urban agglomeration policies

Abstract
The mobility,spillover,and transboundary characteristics of carbon dioxide have increased the complexity and uncertainty of carbon emission reduction efforts.With the in-depth implementation of the regional coordinated development strategies,regional inte-gration,represented by urban agglomerations,provides a feasible path to break administrative boundaries in carbon governance and pro-mote cross-regional environmental protection.Based on panel data from 282 prefecture-level and above cities in China from 2007 to 2022,this study regarded the construction of national urban agglomerations as a quasi-natural experiment of regional integration and systematically investigated the impact of regional integration on carbon emission intensity and its underlying mechanisms using a differ-ence-in-differences model.The results showed that:① Regional integration led by national-level urban agglomerations helped to re-duce carbon emission intensity,and the carbon emission intensity of cities within the urban agglomerations decreased by 22.772%on average compared with that of cities outside the urban agglomerations.② Through theoretical analysis and empirical tests,this study confirmed that green technology innovation,industrial structure upgrading,and energy consumption reduction were important mecha-nisms for regional integration to reduce carbon emission intensity.③ The impact of regional integration in reducing carbon emissions showed significant heterogeneity among cities with different regional locations,resource endowments,policy regimes,and market envi-ronments.Specifically,the inhibitory effect of regional integration on carbon emission intensity was more pronounced in the group of cit-ies located in the central and western regions,non-resource-based cities,low-carbon pilot cities,cities without the availability of China-Europe Railway Express,cities with smaller market sizes,and cities with lower economic growth targets.④ The impact of regional inte-gration on carbon emission intensity exhibited a significant negative spatial spillover effect,meaning that it helped to reduce the carbon emission intensity of neighboring cities.In addition,this effect was characterized by spatial boundary attenuation,which was significant-ly negative only in cities with a geographical distance of less than 400 km.Based on the research results,this study proposes that local governments should accelerate the formulation of coordinated development plans for urban agglomerations and emphasize green technol-ogy innovation,industrial structure upgrading,and energy consumption reduction,in order to realize the mutual promotion and organic linkage of the"regional integration"and"dual carbon"development goals.关键词
