Cross-regional cooperation mechanisms among local governments in the Yellow River Basin:a configurational analysis based on 31 cases

Abstract

Chinese coordinated regional development is closely aligned with the goal of pursuing a Chinese path to modernization,and major national regional strategies serve as a crucial pathway to advancing high-quality regional development.Since the implementation of the national strategy for ecological conservation and high-quality development of the Yellow River Basin,cooperation between local governments has continuously emerged,yet the influencing factors and underlying mechanisms driving such cooperation require further study.Cross-regional cooperation among local governments in the Yellow River Basin is a complex and dynamic process shaped by mul-tiple interwoven factors.Its causal structure is characterized by a nested and overlapping relationship between necessary and sufficient conditions.Using a mixed-method approach combining necessary condition analysis and fuzzy-set qualitative comparative analysis,this study constructed a"condition-process"analytical framework for cross-regional cooperation of local governments based on the collabor-ative governance model and policy regime theory and identified 7 paths from 31 cases.According to the generating conditions and case characteristics,these can be categorized into four types of cooperation:responsive-executive,opportunity-leveraging,exploratory-guid-ed,and endogenous-driven.The findings were as follows:① In terms of necessary conditions,none of the following factors—political signals,economic foundation,or governance pressure in the driving-force dimension,nor action criteria,resource guarantees,or organi-zational arrangements in the institutional-arrangement dimension—alone constituted a necessary condition for achieving a high coopera-tion maturity among local governments in the Yellow River Basin in a strict sense;they needed to cooperate in conjunction with other factors.② Regarding cooperation generation mechanisms,political signals from higher-level governments were the primary driver of co-operation initiation.Governance pressure alone was insufficient to trigger collaboration;it must be coupled with political signals or eco-nomic foundations to stimulate local governments'willingness to cooperate.③ When political signals,resource guarantees,and organi-zational arrangements were all involved,the likelihood of successful cooperation became significantly higher.④ Local government co-operation in the Yellow River Basin reflected the diversified and autonomous adaptive features of local governments under the guidance of national strategies.Varying degrees of political signal intervention led to the emergence of differentiated cooperation pathways.These pathways indicates that effective cooperation outcomes require not only fully activating driving forces in the pre-cooperation phase to strengthen the willingness to collaborate but also ensuring strong institutional arrangements during the cooperation process to support successful implementation.
