Abstract
As one of the key methods for examining and evaluating the daily performance of civil servants, routine assessment also serves as an important approach to strengthening the daily management and supervision of civil servants, playing a foundational and fundamental role in civil service administration. To adapt to the new circumstances, tasks, and requirements of organizational work in the new era,Unit A has innovatively implemented routine assessments for civil servants since 2021,following the pilot requirements of the Sichuan Provincial Organization Department. This initiative has achieved positive results in standardizing daily supervision and management of civil servants and motivating officials to pursue their work with enthusiasm. This paper elaborates on the construction of Unit A's routine assessment system since the pilot program, analyzes its main practices, evaluates its operational effectiveness during the pilot phase, and identifies existing issues, such as insufficient precision in assessment content differentiation, room for improvement in evaluation mechanisms, inadequate feedback mechanisms, and underutilization of assessment results. To further leverage the"guiding role"of routine assessments,it is necessary to implement position-and responsibility-based differentiated evaluations to enhance the relevance of assessments, refine assessment methods to improve objectivity, and strengthen feedback and application mechanisms for assessment results to further elevate the efficiency of institutional governance.关键词
