As a vital component of producer services,China's human resource services industry is undergoing a transformation from scale-and-speed growth to high-quality development,with its economic potential and social responsibilities yet to be fully realized.Practitioners with appropriate scale and structure serve as the human capital foundation for service organizations,where the practical effectiveness of talent development constitutes the essential production factor guarantee for high-quality development.This study systematically examines theoretical foundations,practical bases,regulatory guidelines,developmental objectives,and implementation pathways.By clarifying the interaction and synergistic effects among practitioners,service organizations,and the external business ecosystem in the human resource services industry,it facilitates a comprehensive understanding of the current status and future trends of both the industry and its talent development.关键词
