The Emergence Logic,Practical Dilemmas,and Relief Paths of Digital Ecological Civilization Construction

Abstract
The iterative development and application of digital technologies are profoundly reshaping the model of ecological environment governance.Digital technologies have become a crucial enabling factor in building a digital ecological civilization,and the field of ecological civilization is accordingly undergoing a paradigm shift to-ward digital governance.The construction of a digital ecological civilization faces three interrelated dilemmas caused by shifts in internal and external conditions.First,deficiencies in the green technology innovation system highlight an urgent need to establish a well-structured digital ecosystem.Second,a conspicuous"digital dis-connection"between digital technologies and ecological governance needs calls for unlocking data-driven poten-tial.Third,an imperfect legal framework for cross-regional ecological governance collaboration necessitates im-proved mechanisms for the coordinated implementation of environmental laws and regulations.To address these dilemmas,this study proposes three approaches.The first is to develop and optimize the green technology inno-vation system while enhancing synergetic development between digitalization and environmental sustainability.The second is to expand the application scenarios of integrated digital technology innovation,thereby deepening the enabling role of data.The third is to strengthen the legal framework for cross-regional ecological governance and enhance institutional mechanisms for comprehensive.关键词
