Micro-logic of Public Data Value Generation:Ecological Supply under Demand Traction——A Multi-case Study Based on the Digital Transformation of Regulation in B City

Abstract
The development and utilization of public data will inject new momentum into governments'fiscal structural transformation and contribute to the long-term healthy development of the digital economy.Previous studies on public data have predominantly focused on front-end segments of the value chain(such as authorized operations),while lacking fine-grained exploration of the micro-level processes of value generation.Adopting a multi-case study approach,this paper examines four public data development cases in City B:"Hazardous Chemical Transportation Regulation,""Cold Chain Food Regulation,""High-Risk Construction Enterprise Regulation,"and"Online Cosmetic Sales Regulation."The study reveals two fundamental micro-level logics driving public data value generation.First,demand traction arising from public"wicked problems"drives the convergence of multi-source data,fostering beneficial complementarity and value amplification across datasets.Second,political momentum prompts government agencies to provide sustained legitimacy support,thereby ad-dressing ecological functional deficiencies in the public data value development process and converting one-off data provision and transactional mindsets into continuous institutional assurance.These findings expand the theo-retical framework of public data utilization by extending analysis to the micro level,and offer practical insights for governments and relevant stakeholders to refine their data development strategies.关键词
