Study on the Tight County Medical Consortium Construction and Rural Health Governance Performance Improve-ment from Its Mechanisms and Enabling Conditions Based on A Cross-Case Analysis in Three Typical Counties

Abstract
Objective To explore the mechanisms and enabling conditions of the construction of county medical consortia im-proving rural health governance performance.Methods Based on theories such as resource integration,a theoretical framework of"Objective-Structure-Mechanism-Performance"was constructed.A cross-case study method was applied to conduct in-depth analyses of three typical counties in Sichuan Province.Results The medical consortia significantly improved rural health gov-ernance performance through mechanisms of organizational restructuring,innovative resource-sharing mechanisms,and service model optimization.Their effectiveness relies on enabling conditions such as institutional guarantees,resource coordination capa-bilities,and digital technology empowerment.Conclusion It is suggested to strengthen policy coordination,optimize resource allo-cation,and innovate service models to drive the transition of medical consortia from"formal integration"to"efficiency enhance-ment.".关键词
