General Skills in the Digital Intelligent Era:Framework,Paths and Characteristics of the TRANSVAL-EU Project

Abstract
In the era of digital intelligence,the skill mismatches in the EU labor market are increasingly growing,and employment demands are undergoing structural changes.In response,the EU is committed to developing horizontal skills projects,enhancing workers'professional adaptability and social inclusion,and promoting policy coordination and labor mobility among member states.Based on the definitions of horizontal skills from member states,the EU proposes a common transversal competences framework covering cultural competences,civic competences,health-related competences,general knowledge,entrepreneurial competences and environmental competences,promoting the project through curriculum training,pilot evaluation mechanisms,and a"three-step"action path to promote policy guidance.The EU has systematically promoted the concept and practice of the TRANSVAL-EU project by strengthening policy coordination,encouraging multi-party participation,developing comprehensive learning tools and establishing assessment and certification mechanisms.These efforts have provided strong support for enhancing workers'transferable competencies and achieving the goals of lifelong learning.关键词
