The Triple Logic of OECD Promoting Global Skills Governance
摘要
Abstract
The international community generally regards skills governance as an important measure to regulate economic structure and cultivate skilled talents.As the most significant international education organization in the world today,the OECD is committed to promoting and leading the transformation and development of skills.Analysis reveals that the OECD promoting global skills governance is an evolving process,with its historical logic rooted in its origin and development;its value logic is characterized by the core principles of"whole-of-government"coordination,"whole-of-society"participation,and"whole-of-life"development;and its practical logic includes mechanisms such as policy support based on previous identification,prediction and matching based on information systems,collaborative governance based on multiple stakeholders,and quality assurance based on monitoring and evaluation.Against the backdrop of current industrial upgrading,the"historical""value"and"practical"triple logic of the OECD promoting global skills governance provides valuable experience for China in innovating its skills governance system and building a skills-based society.关键词
