Background Drivers,Institutional Framework and Strategic Actions for the Green Skills Transformation and Development in EU Vocational Education

Abstract
In the context of a global green transition profoundly reshaping socio-economic paradigms,cultivating a skilled workforce with green skills has become a strategic consensus for nations to address challenges and secure their future.As a pioneer in this field,the European Union's green transition in vocational education and training is not driven by a single factor.Instead,it stems from a complex interplay of multiple drivers,including the political commitment to address the environmental crisis,the economic opportunity to harness green growth,the social imperative to implement a"just transition",and the technological trend of adapting to digital empowerment.Accordingly,the EU has moved beyond piecemeal reforms to construct and implement a systemic,multi-level,and holistic institutional framework.This framework,which systematically drives forward strategic actions,is built upon six pillars:establishing a common discourse,providing strategic guidance,greening the curriculum,fostering teacher development,promoting multi-stakeholder collaboration,and securing financial support.关键词
