高职院校独立举办职业本科专业的制度困境及其消解
Institutional Dilemmas and Their Resolutions in the Independent Implementation of Undergraduate Vocational Programs by Higher Vocational Colleges

Abstract
The steady development of undergraduate-level vocational education is a vital strategic initiative for constructing a modern vocational education system and advancing China's goal of building a powerful education country.The independent implementation of undergraduate vocational programs by higher vocational colleges is one of the pilot pathways explicitly supported by national laws and policies.However,this pathway still faces multiple institutional challenges in practice,including the absence of bachelor's degree conferral rights,deficiencies in pilot mechanisms,and insufficient institutional safeguards for maintaining vocational education identity.To address these issues,this paper proposes four key strategies:improving the national legal framework to clarify the logic of bachelor's degree authorization for vocational colleges;optimizing the access mechanism by integrating standardized authorization with regional differentiation;defining the type-specific attributes of vocational education to systematically prevent"academic drift"in vocational undergraduate programs;and strengthening operational guarantees to enhance the quality of talent cultivation in vocational undergraduate education.关键词
