Abstract
Under the backdrop of modernizing the national work safety production governance system in the new era,exploring effective ways to solve the problem of the disconnect between Party building and safety pro-duction in state-owned petrochemical enterprises and enhancing the intrinsic safety level of enterprises is a key issue in implementing the political requirements of"shared responsibility of the Party and government and dual responsibility for each position"and promoting the high-quality development of enterprises.Focusing on the core issues existing in the current integration practice-such as diluted responsibilities,weakened effectiveness,cul-tural disconnect,and disjointed evaluations,this study examines the innovative practices of the Party Committee of the Refining Division of Maoming Petrochemical as the research sample.A four-in-one"Party building+safe-ty"integration mechanism featuring"shared responsibility,co-construction of organization,cultural integration,and assessment linkage"has been systematically constructed.Practice has shown that this integration mecha-nism has effectively solved the disconnect between Party building and safety production,significantly enhanced the vanguard and exemplary role of Party members and the combat fortress role of grassroots Party organizations,and the vanguard role of Party members.It provides practical experience and theoretical references for similar state-owned petrochemical enterprises.关键词
