Abstract
The consumption of refined oil products in Kazakhstan has been rising year-on-year.The market has long suffered chronic supply-demand imbalances owing to outdated refinery hardware,low light-product yields and persistent government intervention.Regional concentration of both crude production and product consumption is tightening,placing additional stress on logistics and transportation infrastructure.In recent years,the government of Kazakhstan has gradually promoted market-orientated reforms,but also continuously strengthened the macro-control in the oil and gas sector by revising and issuing a series policies of market,finance and laws&policies,and facilitated the market regulations,resulting in the interaction between a planned economy and a market economy in the oil and gas sector.In the context of establishing Eurasian Economic Union market and reshaping geopolitical landscape,the government of Kazakhstan calls for higher investment in petrochemical industry and facilitate market-orientated reforms which indicates the refined oil products market in Kazakhstan has entered a new stage.The paper recommends that Chinese oil companies should identify the main line for the following stage to create the next"golden"period in Kazakhstan by acquiring high-quality upstream assets and consolidating win-win cooperative relationships with Kazakhstan,urging the government to reduce administrative control and accelerating the process of marketing mechanism,paying attention to the geopolitics risk and trying to expand the influence of Chinese elements.关键词
