Abstract
Natural gas power generation,as a key transitional technology in energy transformation,faces unprecedented developmental challenges in Zhejiang Province.This paper systematically reviews the development status and the 14th Five-Year Plan energy policy framework of Zhejiang Province.It identifies such core dilemmas confronting natural gas power enterprises as the pricing dilemma of rigidly rising gas source costs and lagging electricity price transmission mechanisms,the market dilemma of mismatched peak-shaving supply responsibilities and returns from market-oriented transactions,and the role dilemma of significant system value contributions alongside a lack of economic compensation mechanisms.Taking a natural gas power enterprise in Zhejiang as a case study,it employs case analysis to delve into the operational difficulties these enterprises face under the current"two-part"tariff electricity pricing system,namely the time lag in the gas-electricity price linkage mechanism concentrates cost risks on enterprises,capacity price compensation fails to fully cover the value of system services;and the spot market design inadequately reflects the flexibility value of natural gas power generation.Based on the anticipated trajectory of electricity market reforms during the 15th Five-Year Plan period,it proposes such adaptive development strategies for natural gas power enterprises as establishing a diversified gas procurement system to mitigate price risks,actively participating in ancillary service markets to realize value,and advancing the transition to integrated energy services to expand profit potential.关键词
