Abstract
Iraq has emerged as a primary target for Chinese enterprises in establishing overseas oil and gas supply bases,driven by new opportunities from the 5+and 6th rounds of oil and gas block bidding launched by the central government in 2024,the"asset gap"resulting from the strategic withdrawal of Western oil companies,and low-cost competitive advantages in the context of carbon neutrality.The development of new oil and gas projects in Iraq entails economic and financial risks,business environment risks,and health,safety,environmental protection risks.Meanwhile,opportunities exist in the central government-controlled areas,including bidding prospects,new avenues for bid negotiation,and equity restructuring windows,while the Kurdistan Region offers potential for sour gas field development and investment opportunities.The paper recommends Chinese oil companies advance cooperation in new oil and gas projects in Iraq through a four-dimensional strategy encompassing differentiated layout,"oil and gas+X"bundled bidding,localized joint acquisition,and digital risk control.关键词
