China's governance pathways and comprehensive law enforcement optimiza-tion for illegal fishing in marine and inland fisheries

Abstract
Ensuring China's marine ecological security and the sustainable utilization of fishery resources depends on effectively governing illegal fishing in marine fisheries.However,the current governance model faces challenges in legal regulation,coordination between administrative and judicial enforcement,inter-agency collaboration,and technological application,significantly limiting governance effectiveness.By analyzing the features of illegal fishing activities and existing law enforcement obstacles,this paper clarifies the legal definitions of responsibility,improves coordination between administrative enforcement and criminal justice,and promotes cross-agency collaboration.It aims to establish a robust enforcement mechanism aligned with China's marine ecological protection goals,providing legal guarantees for marine ecosystem restoration and sustainable fishery economic development.Effective govern-ance of illegal fishing is rooted in the construction of a unified legal order centered on"ecological legal interests."Its essence lies in the concretization of the state's constitutional obligation to protect marine ecosystems,achieved through the refinement of normative structures and the integration of law enforcement powers.This paper argues that establishing a comprehensive governance system characterized by"clear legal mandates,coordinated law enforce-ment,and technology empowerment"is pivotal to effectively curbing illegal fishing and achieving the sustainable development of fisheries.关键词
