Abstract
Illegal,Unreported and Unregulated(IUU)fishing significantly impacts global marine ecosystems.As the first binding international agreement specifically targeting IUU fishing,the Port State Measures Agreement(PS-MA)aims to reshape international fisheries governance by strengthening port controls and establishing comprehen-sive traceability mechanisms.China's accession to the PSMA in 2025 represents the fulfillment of an international obligation while simultaneously creating pressure for domestic fisheries governance reform.However,China faces challenges in aligning its domestic systems with the Agreement's requirements:at the legal level,the Fisheries Law of the People's Republic of China contains overly general provisions and lacks specific rules for inspecting foreign fishing vessels seeking port entry;at the regulatory level,multiple agencies operate in silos with a lack of coordina-tion mechanisms;at the information level,domestic data remains fragmented into"islands,"and international sha-ring channels are underdeveloped;at the enforcement level,penalties are insufficient to outweigh the economic benefits of illegal activities.To address these issues,China should advance its path towards fulfilling PSMA obliga-tions and modernizing fisheries governance by amending the Fisheries Law to include a dedicated chapter on foreign vessel port management,establishing a cross-departmental regulatory cooperation framework,creating a tiered and optimized information-sharing mechanism,and strengthening penalties for violations.关键词
