The Mechanism of Innovative Industrial Clusters Promoting Green and High-Quality Development of the Coal Industry:Evidence from a Quasi-Natural Experiment

Abstract
Under the"dual carbon"goals,exploring effective innovation pathways is fundamental to ad-dressing the challenges of green transformation in traditional industries and achieving high-quality green economic development.In this process,innovative industrial clusters play a key role in aggregating in-novation factors and leading industrial upgrading.This paper focuses on the national pilot policy for in-novative industrial clusters.Based on panel data from 27 provinces and regions in China between 2006 and 2023,a quasi-natural experiment approach is adopted,and a multi-period difference-in-differences(DID)model is constructed to systematically evaluate the impact of this policy on the green and high-quality development of the coal industry.The results show that the policy not only directly promotes the green development of the coal industry but also generates significant indirect effects by enhancing inno-vation capacity and optimizing the industrial structure,and that the policy effects exhibit bidirectional transmission along both vertical(regional/industrial chain)and horizontal(intra-industry competition)dimensions,and are moderated by factors such as local supporting policies,geographical location,min-eral resource endowment,and marketization level,demonstrating significant heterogeneity.Based on the findings,targeted recommendations are proposed from both policy design and industrial practice per-spectives,providing a theoretical basis and practical references for promoting the green and high-quality development of the coal industry.关键词
