政策视角下我国社区老年高层次护理人才培养政策的文本分析
Textual analysis of China's policies for cultivating high-level talents for community-based elderly care from policy perspective

Abstract
Objective To analyze the content and structure of China's policies for cultivating high-level talents for community-based elderly care from the perspective of policy instruments,and to provide reference for the optimization and application of future policies.Methods A two-dimensional analysis framework of"policy tools—development process"was constructed.Content analysis was used to quantify and summarize the policy texts for the cultivating of high-level talents for community-based elderly care.Results A total of 27 policy texts were included,generating 398 text codes.The proportions of supply-oriented,demand-oriented,and environment-oriented policy instruments were 32.1%,15.1%,and 52.8%,respectively.The proportion of policy instruments in the initial exploratory phase was 22.4%,26.1%in the development phase,and 51.5%in the advanced development phase.Conclusion The internal structure of policy instruments for cultivating high-level talents for community-based elderly care in China is imbalanced.En-vironment-oriented policy instruments are predominantly utilized;the emphasis of policy instruments varies across different phases,and there remains room for the optimization in the later stages.关键词
