摘要
Abstract
Non-degree education in universities plays an increasingly important role in supporting national strategies.However,its development is constrained by governance challenges,including ambiguous accountability,ineffective incentive mechanisms,deficiencies in quality and brand building and lagging digitalization.These issues stem from multiple deep-seated factors,including the absence of policy guidance,inertia in traditional university governance,imbalance in market mechanisms,and inadequate technological empowerment.Therefore,this study proposes systematic governance innova-tion:clarifying responsibilities through the separation of administration and operations,boosting motivation with performance management,guiding quality improvement through standardized systems,and improving efficiency through digital platforms.It aims at establishing a modern governance system and pro-moting the transformation of university non-degree education toward high-quality and connotative development.关键词
