森林粮库建设的理论、政策和实践
The theory,policy and practice of forest food bank construction

Abstract
Food security is the cornerstone of national stability and development.Despite China's food crops production having grown continuously for 20 years,with surpassing 700 million tons for the first time in 2024,the state of"tight balance"between production and consumption has not changed.The potential for increasing the yield of traditional food crops in China is very limited,while that for increasing woody food crops is substantial.Based on existing research,this paper employed the methods of literature review,comparative analysis and theoretical analysis to systematically sort out the related materials of forest food bank,demonstrated the essential similarity between woody food crops and herbaceous food crops,and summarized the main issues in forest food bank construction.The results showed that:(1)Among various"forest foods",woody grain and oil best fit the statutory definition of food crops and should be the central focus of forest food bank construction.(2)The principles of Marxist political economy,Xi Jinping thought on ecological civilization,and the stakeholder theory in management provided logic support for forest food bank construction.(3)China's major woody food crops had formed a relatively complete industrial system,covering approximately 33.417 million hectares with an annual production of about 25.816 million tons.(4)Key issues in forest food bank construction included the overgeneralization of the food crops concept,scientific research and pilot projects lagging significantly behind production,inconsistent statistical standards between agriculture and forestry,and insufficient interdepartmental collaboration.The innovations of this paper lay in:firstly constructing the conceptual framework for forest food bank,expounding the theoretical basis for forest food bank construction,and proposing a new approach to construct forest food bank centered on woody grain and oil.In the future,it is essential to strengthen research on integrating woody food crops with herbaceous food crops,enhance the development and promotion of woody food crops substitute products,and optimize the division of labor and collaboration among agricultural,forestry and other departments.关键词
