基于冲突分析视角的林产品出口企业森林认证意愿研究
Research on the willingness of forest product export enterprises to pursue forest certification based on the perspective of conflict analysis

Abstract
With growing global attention to sustainable forest management,forest certification has become a critical prerequisite for forest products to enter European and American markets.However,Chinese small and medium-sized enterprises(SMEs)often face the problems such as high entry barriers,certification costs,and failure risks,leading to weak certification willingness that hinders the high-quality development of forest product trade.Taking the forest certification willingness conflict of SEMs as research object,this paper focused on the key conflict behaviors of forest certification from the perspective of multi-agent interaction.It employed the Graph Model for Conflict Resolution(GMCR)to identify conflict states and their stable evolution paths,and embedded validation through enterprise interview cases.The results revealed that:(1)The core conflict lay in whether producers completed certification and purchased high-cost raw materials,whether purchasers fulfilled premium commitments,and whether the government provided continuous incentives.(2)In the absence of policy intervention or unclear procurement intentions,the state of"only certifying but not purchasing raw materials"was likely to occur,while the combination of"full-chain certification+premium procurement+government incentives"emerged as the only ideal solution under multiple stability criteria.This paper introduced the GMCR model to examine the tripartite game structure,broke through the traditional single-agent perspective,constructed a framework for behavioral preference interaction and policy path identification,and expanded the governance theory of forest certification system.Based on the findings,the paper proposed policy implications such as incorporating government procurement,improving the incentive mechanism,guiding procurement performance,and building an certification information platform.关键词
