Abstract
At present,the issuance of Green Electricity Certificates(GECs)in China is steadily achieving full coverage.One GEC corresponds to 1 000 kW·h of renewable energy electricity,and GECs have become an accurate and standardized measurement tool.The purchase of GEC by user represents green electricity consumption,which can increase local non-fossil energy consumption.However,at present,the GECs have not been linked to China's renewable energy electricity consumption statistical accounting system,and users'enthusiasm for green electricity consumption is insufficient.Once the accounting of non-fossil energy electricity consumption takes GECs into account,it will result in duplicate calculations due to various measurement vouchers such as power contracts,settlement statements and GECs,which will affect the accounting results.Aiming at solving the problem,various forms of electricity purchase at the current stage are sorted out,the electricity traceability methods that coordinate GECs with electricity contracts and settlement vouchers in complex scenarios are studied,a provincial accounting method for non-fossil energy electricity consumption that takes GECs into account is proposed,and an inter-provincial green attribute replacement mechanism and capacity model is established.Example analysis shows that the proposed method is conducive to increasing the green proportion of provincial incoming electricity and promoting the transformation of the energy consumption structure.关键词
