Abstract
The adoption of the Paris Agreement in 2015 marked a milestone with profound significance for global governance,becom-ing a key turning point in the multilateral climate process.It not only inherited the fundamental principles and concepts of global cli-mate governance under the United Nations Framework Convention on Climate Change(UNFCCC),but also promoted a new paradigm for international climate cooperation by establishing a"bottom-up"emission reduction pathway and resilient framework and integrating legal obligations with progressive strengthening mechanisms to foster multilateral co-governance and inclusive participation.Over the past decade,negotiations at the Conference of the Parties(COP)have made progress in areas such as inclusive and universal participa-tion,improved operational mechanisms,and energy paradigm transformation.However,several shortcomings persist:① limited ability to drive global emission reduction actions;② ongoing financial and technological challenges faced by developing countries;③ erosion of the principle of climate justice;and ④ inadequate resilience in coping with external shocks.These flaws have hindered the global cli-mate governance process and slowed the transition to a green economy.Looking ahead,the Paris Agreement and its processes face un-precedented uncertainty as the primary mechanism for global climate governance:① the retrogression of US climate policy and its rip-ple effects;② the impact of geopolitical competition on the development of global green industries and the stability of supply chains;③ leadership deficit leading to difficulties in collective action;and ④ the challenges and disruptions brought by alternative mecha-nisms.China has long been an active participant in,and a leader of,global climate governance,continuously working to stabilize and strengthen the core role of the Paris Agreement and its processes within the global climate governance system.These efforts align with China's national interests and the country's high-quality development strategy.Under the"dual carbon"goals,China should further ac-celerate its domestic clean energy transition,uphold the UN-centered international climate process,push for fairness reforms in interna-tional climate mechanisms,and deepen"Global South"cooperation on climate change to contribute actively to global climate gover-nance.关键词
