基于"规制-立场"视角的绿色消费政策有界性失效探究
Exploring the bounded ineffectiveness of green consumption policies from the"regulation-position"perspective

Abstract
Green consumption policies serve as an important engine for promoting the transformation of the socio-economic develop-ment paradigm and achieving the strategic goals of sustainable development.Their implementation is closely linked to the overarching framework of ecological civilization and the long-term well-being of a community with a shared future for humanity.However,current green consumption policies face the dilemma of disconnection between theoretical design and implementation logic,exhibiting a phe-nomenon of"bounded ineffectiveness."To comprehensively analyze the core logic,formation mechanisms,and optimization pathways underlying this issue,this study develops a theoretical framework of"bounded ineffectiveness-embedded integration"for green con-sumption policies from the dual perspectives of"regulation"and"position,"drawing on policy implementation theory and embedded-ness theory.The findings reveal that:① The intrinsic disorder within the multi-level regulatory system and the positional differentiation among diverse actors respectively constitute the objective and subjective causes of green consumption policy implementation ineffective-ness.② In the vertical regulatory dimension,green consumption policy implementation exhibits challenges such as fragmented coordi-nation,blurred boundaries of authority and responsibility,departmental interest conflicts,and a lack of feedback mechanisms,resulting in inefficient functioning of the green consumption policy chain.③ In the horizontal positional dimension,differences in value orienta-tions and interest demands among the central government,ministries,local governments,and social actors,as well as within each of these entities,significantly influence their responsiveness to and implementation of green consumption policies.④ The bidirectional negative feedback dynamic loops of"regulatory disorder-trust erosion-divided positions"and"divided positions-conflicting claims-regulatory disorder"further exacerbate the logical dislocation in policy implementation.Based on this,this study introduces an embed-dedness-based theoretical framework,proposing an integration pathway from four dimensions encompassing administrative,structural,relational,and cognitive embeddedness.This approach aims to realize the logical integration and efficiency optimization of the"regula-tion-position"aspects of green consumption policies.This study not only enriches the theoretical landscape of green governance re-search but also provides theoretical support and practical insights for promoting the continuous improvement and efficient implementa-tion of green consumption policy systems.关键词
