Watershed community:conceptual connotations,theoretical framework,and practical exploration

Abstract
In response to the strategic imperative of national ecological security and the demands of the times,this study calls for the establishment of a theoretical framework for the watershed community.This framework is envisioned to provide an expansive cognitive perspective and a comprehensive,systematic theoretical foundation to guide integrated watershed conservation and systemic gover-nance,thereby mitigating regional human-environment conflicts and advancing the goals of ecological civilization.Rooted in the com-munity-oriented ethos of ecological civilization,this research draws upon interdisciplinary theories from geography and ecology,and is further informed by Chinese traditional ecological ethics,Marxist ecological thought,ecological holism,and the human-environment re-lationship regional system.It proposes a novel theoretical construct of the"watershed community"and,within this conceptual lens,for-mulates an integrated protection and governance framework for inland river basins in arid regions.The watershed community refers to an organic system wherein all biotic and abiotic entities within a defined watershed ecosystem interact and co-evolve in accordance with natural and societal laws,striving toward mutualism,symbiosis,and ecological harmony.It inherently integrates pluralistic human deci-sion-making mechanisms,sustainable socio-economic development,and the coordinated evolution of territorial spatial elements.Consti-tuted by human agents,socio-economic systems,and natural ecosystems,the watershed community exhibits key characteristics,includ-ing holism,systematism,regionality,openness,dynamism,adaptability,heterogeneity,synergy,publicity,and responsibility.The inte-grated protection and systemic governance framework for inland river basins proposed under this theoretical lens is aligned with the im-peratives of modernized territorial governance and sustainable socio-economic development in the new era.At its core,it transcends the fragmented logics of either element-based or space-based management by advocating for a systems-oriented and holistic approach.It emphasizes the interconnectedness of ecological elements,the integrity of spatial scales,the adaptability of governance processes,and the collaboration among diverse stakeholders—ultimately establishing a new four-dimensional logic of"element-space-process-sub-ject"for integrated inland river basin governance.This study aspires to offer scientific guidance for China's new-era pursuit of ecologi-cal civilization,the realization of a Beautiful China,and the coordinated advancement of watershed ecological protection and high-quali-ty regional development.关键词
