Platform trading mechanism for regional horizontal ecological compensation system for cropland:equilibrium pricing and welfare improvement

Abstract
Improving the ecological compensation system for cropland is an important measure to support the strategy of"storing food in the land"and to realize the sustainability goal of cropland.However,vertical ecological compensation for cropland relying on finan-cial transfers may reduce spatial targeting and payment efficiency.Therefore,it is necessary to construct a regional horizontal market-oriented mechanism for cropland ecological compensation,using a platform trading model to improve the effectiveness of ecological compensation.First,this study took Shaanxi province as an example and identified the subjects and objects of the ecological compensa-tion platform trading based on the principle of regional cropland ecosystem balance.Then,the time-varying stochastic frontier analysis was applied to estimate the benchmark price of cropland ecological compensation in different counties(districts)in Shaanxi province.Finally,the equilibrium price and the improvement of social welfare in platform transactions were simulated based on a dynamic equi-librium trading model for cropland ecological property rights.The study showed that increasing the ecological footprint of cropland in Shaanxi could improve the output value of cropland.The average output elasticity of the cropland ecological footprint was 0.219,gener-ally showing a characteristic of"higher in the north and lower in the south."In 2020,the average benchmark price for cropland ecologi-cal compensation in Shaanxi province reached 4.380 thousand yuan/hm2,with an average annual growth rate of 9.681%.Although the benchmark price for cropland ecological compensation showed steady overall growth and generally mainained a spatial pattern of being"higher in the central region and lower in the north and south,"the spatial heterogeneity had been gradually increasing over time.After testing,the dynamic equilibrium trading model for cropland ecological property rights was found to have high reliability and validity.It could identify the trading priority of different spatial units and improve the market trading efficiency of ecological compensation for cropland.A simulation showed that in 2020,the equilibrium price and quantity of cropland ecological compensation in Shaanxi prov-ince based on the platform transaction mechanism were 3.920 thousand yuan/hm2 and 303.664 thousand hm2,respectively,ultimately achieving a social welfare improvement of 1.134 billion yuan.The research showed that the platform trading mechanism offered signifi-cant advantages in price transparency and information symmetry,promoting the optimal allocation of cropland resources and social wel-fare improvement and creating a trading network that benefits both ecology and economy.To promote the efficient operation of the re-gional horizontal ecological compensation platform trading mechanism for cropland,it is recommended to focus on building trading plat-forms,improving trading systems,promoting digital technology,strengthening financial support,and increasing public participation.关键词
