Data Analysis of Selected Traditional Chinese Medicine Decoction Pieces in the 2025 Centralized Bidding and Procurement in Sichuan Province
摘要
Abstract
Objective To construct a three-dimensional analysis framework"price-quality-industry"based on the reform practice of centralized volume-based procurement of traditional Chinese medicine(TCM)decoction pieces,and to investigate the policy pathways for synergistic development between the inheritance and innovation of TCM and healthcare payment.Methods A combined approach of policy text analysis and empirical research was used to analyze the data of TCM decoction pieces listed in the Notice on Determining the Purchase Volume of Selected Products in the National TCM Decoction Pieces Alliance Procurement Agreement.The quality specifications,distribution of selected enterprises,origin of selected varieties,and selection prices of selected TCM decoction pieces were sorted and analyzed,and the effectiveness and optimization direction of centralized volume-based procurement of TCM decoction pieces were summarized.Results A total of 45 kinds of TCM decoction pieces were selected from Sichuan Province,including clinically commonly used TCM decoction pieces such as Astragalus Radix,Codonopsis Radix,stir-fried Crataegi Fructus,Corni Fructus,Angelicae Sinensis Radix,and Salviae Miltiorrhizae Radix et Rhizoma.The average selected price of 39 kinds of TCM decoction pieces decreased significantly,with a decrease of more than 50%in Bambusae Caulis In Taenias,Dioscoreae Rhizoma,Coicis Semen,Astragali Radix,Salviae Miltiorrhizae Radix et Rhizoma,and Poria.The prices of a small number of varieties have increased,such as Atractylodis Macrocephalae Rhizoma,Codonopsis Radix,Moutan Cortex,stir-fried Paeoniae Radix Alba,and Prunellae Spica.A total of 237 pharmaceutical enterprises were selected,highly concentrated in provinces with large production of TCM decoction pieces,among them Anhui(55 enterprises),Sichuan(38 enterprises),and Hebei(35 enterprises)provinces accounted for more than 50%.The geographical distribution of production areas was mainly from Henan,Anhui,Sichuan,Hebei and other regions,and most of the selected TCM decoction pieces in these areas were authentic medicinal materials.Conclusion In 2025,the centralized volume-based procurement of TCM decoction pieces in Sichuan Province has reduced medication costs through"quantity in exchange for price",but attention should be paid to its quality risks,and the stability of the supply chain,and logistics distribution.It is suggested to establish a"Three Synergy"development model for the volume-based procurement of TCM decoction pieces,namely,the synergy between price and quality monitoring,the synergy between industrial concentration and protection of authentic medicinal materials,and the synergy between supply chain optimization and regional logistics network construction,in order to ensure the quality and safety of TCM decoction pieces and achieve sustainable promotion of the centralized volume-based procurement of TCM decoction pieces.关键词
