Systemic Risks and Optimized Paths of Two-Way Referral in Urban Medical Groups From The Perspectives of Rule of Law Construction and Regulation

Abstract
Objective To identify the optimized approaches for minimizing management risks within the governance models of medical groups from the perspective of legal system construction and regulation.Methods An in-depth case study was carried out on an urban medical group in Guangxi.Through risk factor analysis,standardized process design,and extensive data mining,a systematic dissection was conducted on the risk-related challenges embedded in the management of referral system.Results Med-ical groups faced problems such as referral responsibilities dispute,cross-regulatory rights and responsibilities,and obstacles to mutual recognition of electronic medical records,and difficulties in achieving risk avoidance and resolution through the legal framework.The optimization paths include building a hierarchical legal system to fill system gaps,innovating full-process super-vision mechanisms to solve the problem of lagging supervision,clarifying the boundaries of rights and responsibilities,resolving conflicts,optimizing business processes,and improving the level of standardization and informatization.Conclusion It is suggested to clarify the principal responsibilities of regulatory entities through legislative means and optimize the legalized management ap-proach,which can surmount the dichotomy between referral efficiency and equity,reduce the incidence of medical risks associated with two-way referrals by 45.1％,thereby effectively curbing systemic management risks.The synergistic integration of institu-tional innovation and legal safeguards can significantly enhance the efficacy and equity of medical service resource allocation,pro-vide dual support for urban medical groups in risk reduction and sustainable development,which has substantial practical signifi-cance for achieving the reform objectives of"primary care at the grassroots and two-way referral".关键词
