产业协同视角下城市临空地区工业用地做地策略
Industrial Land Development Strategies for Urban Airport-Adjacent Areas from the Perspective of Industrial Synergy

Abstract
Industrial land development is a critical link in ensuring the supply of urban industrial space and guiding high-quality industrial development.Currently,the industrial development of airport-adjacent areas in Chinese cities faces three challenges:homogeneous competition,weak aviation orientation,and structural imbalances in spatial layout,which constrain their function as economic engines.Based on synergy theory,this paper innovatively constructs a high-quality development framework for airport-adjacent areas focusing on industrial upgrading,spatial optimization,and facilities improvement.Drawing on the planning practice of Guangzhou Airport Economic Zone,three implementation strategies for industrial land development are proposed.First,industrial planning leading—focusing on the high-timeliness and high-value-added characteristics of the airport zone to provide top-level planning and land reserves for developing new quality productive forces such as bio-manufacturing.Second,strengthening a tiered spatial layout—arranging the"R&D-manufacturing-services"industrial chain in gradients around the aviation city to enhance the alignment between space and industry.Third,flexibly reserving space for supporting industrial carriers-using land development to reserve space for the future entry of upstream and downstream enterprises and to expand aviation-oriented industries such as exhibition and trade,culture,commerce,tourism,and sports.关键词
