Evaluation of Water Resources Management Level and Identification of Obstacle Factors Based on DEMATEL-ISM

Abstract
[Objective]Evaluating the management level of water resources and identifying its obstacles are of great signifi-cance for improving the management level of water resources and ensuring social well-being.[Methods]Taking Jiyuan City as an example,an evaluation index system covering 18 indicators such as total water consumption,water consumption per 10 000 yuan of GDP,and water quality compliance rate in water function zones was constructed.The regional water resources management level was evaluated using the improved TOPSIS method,and the main obstacles affecting the water resources management level were identified.The DEMATEL-ISM model was used to analyze the relationships among the main obstacle factors.[Results](1)During the study period,the overall score of water resources management level in Jiyuan City in-creased from 0.45 in 2013 to 0.79 in 2021,showing an overall upward trend,and the level of water resources management reached a better grade in 2021.(2)The main obstacles affecting the level of water resources management were the amount of groundwater exploitation,water consumption per 10 000 yuan of GDP,investment in water resources,and the maturity of the water resource carrying capacity early warning mechanism.(3)Water consumption per 10 000 yuan of GDP,water consump-tion per 10 000 yuan of industrial added value,and ecological flow guarantee rate of rivers,lakes,and reservoirs indirectly affected the water resources management target by influencing the total amount of water consumption.(4)Investment in water resources had a direct impact on the total water consumption,surface water supply,groundwater exploitation,and the degree of improvement of the water resources carrying capacity early warning mechanism,and it also indirectly affected other water supplies and per capita water resources.[Conclusion]The rational development and utilization of water resources in Jiyuan City,as well as the improvement of water resource utilization efficiency,remain the key points of water resource management.It is necessary to strictly control the intensity of water resource development and improve the early warning mechanism for wa-ter resource carrying capacity.关键词
