英国土壤与地下水污染协同防治经验做法及其对我国的启示
The experience and practice of soil and groundwater pollution collaborative prevention and control in the United Kingdom and its enlightenment to China

Abstract
Soil and groundwater are the basic resources for the maintenance of ecosystems and human activities,and the pollution problems brought about by industrialisation posed a serious threat to both.In China,the synergistic prevention and control of soil and groundwater pollution started relatively late,and there had long been problems of"separation of prevention and control"and"valuing soil and nglecting water",with the relevant policies,measures and technological systems not yet perfect.As the cradle of the Industrial Revolution,the United Kingdom has faced substantial soil and groundwater contamination throughout its history.This had led to the accumulation of extensive experience in the integrated management of these environmental challenges.This study summarises and analyses the development of synergistic soil and groundwater pollution prevention in the UK,in particular,since 1990,the UK formulated and implemented a series of innovative policies and regulations aimed at protecting soil and groundwater,and gradually built up a framework for preventing and controlling soil and groundwater pollution,with risk assessment as the core.Under this framework,the UK implemented the RTM model,a methodological model for the comprehensive assessment of soil and groundwater contamination.The RTM model considered various factors affecting pollutants,including dilution,attenuation,transport,and transformation within soil and groundwater systems.It calculated remediation targets for soil and groundwater in a tiered manner and makes clear provisions on key contents such as the location of compliance points.On this basis,drawing on the experience and practice of the United Kingdom in the synergistic prevention and control of soil and groundwater pollution,and combining with the actual situation in China,we put forward several suggestions in the legal system,technical methodology system and the management of sensitive receptors,with a view to providing references for the synergistic prevention and control of soil and groundwater pollution in China.关键词
