The"Middle Technology Trap"Faced by the Global South and Its Coping Strategy

Abstract
Within the global technology governance system,the Global South commonly faces the structural predicament of the"middle technology trap"during its technological catch-up process.This is primarily manifested as follows:a strong dependence on developed countries in terms of technological pathways;limited R&D investment,weak basic research,disconnection among industry,academia,and research,and low rates of technology transfer within innovation systems;an imbalance in human resources characterized by a shortage of high-end talent and an oversupply of low-end labor;and uncertainties in policy continuity and the allocation of research resources.This predicament stems from complex factors rooted in the imbalance of technological rights dominated by developed countries.The Global South must proactively respond through high-quality technological self-reliance,discourse autonomy,and institutional self-strengthening.Technological self-reliance will reduce dependence on developed countries'critical core technologies,while multi-layered policies will enhance discourse autonomy in the information sphere and strengthen institutional voice and agenda-setting capabilities.After overcoming the middle technology trap,the Global South will exhibit a triple orientation toward development,governance,and cooperation,breaking through structural constraints to enhance its agency and voice within the global science and technology landscape.关键词
